In order to regulate the profit made with the use of land and water within the Empire, the Emperor has signed the following law: I. All land and water within the realm of Daleth belongs to the Emperor. The Emperor will divide the land and the water between his men, who should guard the land and water and collect taxes and issue licenses for the use of the land and the water. The Emperor shall be paid for the use of the land and the water. II. The Emperor will see to it that the benefits of the land- and water usage will be available for every servant. III. At the claimed independence of De Weslanan, the profit goes to the land owners who represent the absent King of De Weslanan. CAMPING 1. It is allowed to set up camp outside the gongs without paying or asking anybody. 2. A camp set up within a gong counts as living within the gong and the appropriate taxes should be paid. Before setting up camp within a gong, the landowner should be asked for permission. 3. A camp should not damage the land in any way. After the camp is taken down again, the camping place should be cleaned and restored into the state it was before. 4. A camp outside a gong can only be set up for the period of 12 Stonds. For longer camping, the landowner should be asked for permission. 5. Per camp, only one campfire is allowed. This fire should be guarded at all times, and should be made in a safe way. A bucket of water should be close by. 5. No camp is allowed to be build on places where it might obstruct traffic. 6. It is forbidden to set up camp in agricultural fields. 7. It is forbidden to set up camp at the source of a stream, and between the source of a stream and the connection to another stream. A camp near water can only be set up at a stream that is fed by at least two sources. It is allowed to take water from any stream, but waste of any kind is not allowed to be thrown into single-source streams. 8. Landowners are allowed to restrict camping on certain places or in certain periods. However, they are requested to provide enough free camping places on alternative places. A list of such sites should be available at the nearest city-council. FISHING 1. Water belongs to the Empire. Sailing, navigating, swimming, and fishing is only allowed with the permission of the Empire or the men who represent the Empire. This permission can be individual and/or restricted to certain regions. 2. The borders of the water belong to the landowners. Fishing from the bank of lakes and rivers is only allowed with the permission of the landowner. 3. Rivers on the borders of the lands belong to both lands. Rivers wider than 10 menspan are free to fish upon when a boat is placed more than 5 menspan from the bank. 4. Fishing at sea is free of taxes at 10 menspan from the shore. However, one can be asked to pay taxes to the landowner when sailing into a harbour or when taking the fruits of the sea at shore. 5. It is allowed to catch as many fish as one can eat without permission. The caught fishes should be devoured within 2 Stonds. 6. Young fish that are caught should be thrown back into the water. 7. The laws for fishing also go for any other animal living up, in or near the water. HUNTING 1. Hunting is only allowed with the permission of the landowner 2. Hunting for food is allowed without permission, but one is not allowed to hunt more than one can eat. A larger animal should be slaughtered and prepared as soon as possible and taken along to provide food for the next days. 3. It is not allowed to hunt animals that are listed as protected. Thus, these animals are protected against extinction. 4. Hunting for dragons is always allowed. 5. Killing dangerous animals in order to protect oneself is allowed. This is restricted in certain areas: here, the dangerous animals are protected and humans are not allowed to enter the area, and if, at their own risk. 6. Birds in the air belong to the land they are flying over and should not be threatened different from other animals. 7. Hunting near herding places and farms is forbidden. GATHERING 1. It is not allowed to gather the fruits of land and water without a license. 2. a. A license can be bought at the landowners or the city council. The landowner decides how much has to be paid. 2.b. The poor should have the opportunity to get a license for free, with the clause they should give a twelfth of their gatherings to the landowner. 3. Without such a license, no fruits of the land or the water can be sold at the markets. 4. One is allowed to eat as many fruits of the land or the water as one can. To carry along these fruits is not allowed. 5. One is allowed to carry along the remains of a cooked, baked or grilled meal, but is never allowed to sell this. With this clause, the Imperial Government encourages the servants to take along the remains of slaughtered animals instead of leaving them rot, which is unhygienic. 6. Gathering wood without a license is only permitted for making a campfire that can burn for a maximum of 12 Stonds. FARMING 1. Land given away to farmers is rented by the farmers. How the rent is paid will be written down in a contract. 2. Landowners will never get permission to use their farmers as slaves. 3. The farmer must a) Make sure he has enough resources to keep himself and his family alive b) Make sure he provides enough resources to support as many people as possible c) Make sure his doings do not get in the way of Imperial Service and Security. 4. Farmers are free to decide what they grow on the fields and how they do that. Farmers are free to refuse certain people on the land they have rented. 5. Farmers can get an imperial subsidy for trying out agricultural innovations with the support of universities. HERDING 1. Herding animals is only allowed with the permission of the landowner. 2. Herding routes should stay away from agricultural lands. 3. The herd should be one unit. Animals that have wandered off from the herd are no longer part of the herd and are free to hunt. 4. It is not allowed to disturb a herd in any way. FORMIN Landowners, farmers and The Empire have areas that are private, known as Formin. It is not allowed to hunt, fish, gather or camp in these Formin. COMMUNITY GARDENS AND FORESTS Most communities have a garden or forest that is free to use in any way for all members of the community.
