Imperial Law on Guesthouses

In order to have messages and goods properly send into the Empire, the Emperor has signed the following law:

I. The Innkeeper is the host to the heralds in the guesthouses.
II. The Heralds are any messenger send by the Emperor or one of the Departments. The Herald does have to have the Imperial Sign with him.

1. Each settlement of any size should support at least one guesthouse where the imperial heralds can rest. In areas where no settlements are, guesthouses should be build for this purpose. This does not apply for the areas where the heralds do not travel.
2. The network of guesthouses that thus comes into existence should be maintained by the innkeepers who will be supported financially by the Emperors Department of Treasure with a maximum of 70 Skatts per Menoth, even if no herald has made use of the guesthouse.
3. Innkeepers who do not work as described in this Law, do not get financial support and will have to pay a penalty. The penalty will be 200 Skatts per menoth the guesthouse has not been maintained. Innkeepers who can not pay this penalty will have to work in the Imperial Department for Labour for at least one year (Bisunjane).
4. In cases of emergency or disasters, the Emperors Department of Treasury has to support the Innkeeper to keep the service going for the heralds.

5. The guesthouses can have other guests on commercial base. The guesthouses can have other services as well. However, being a guesthouse in the imperial network has to have priority number one.
6. Each guesthouse has to keep at least one room free each night or day to host a herald. This room must have at least two comfortable, separated beds. Furthermore, there has to be enough food and beverages to satisfy the heralds needs.
6.a. To satisfy the heralds needs does not mean "to satisfy the heralds most fantastic and exquisite wishes". It means that the heralds should be kept healthy so they can do their jobs. Getting drunk on fine Glassgarden Tuijon is not suited for the job. (added 1721)
7. The Innkeeper has to see to the heralds health and has to take action if the herald needs medical help or help of any other sort. The Innkeeper will be paid to do so.

8. The innkeepers must see to it that their guesthouses are opened to all legal travelling citizens, as far as places to sleep and eat can be provided.
9. Innkeepers who give extra service will be rewarded for this in a higher amount of support money (up to 20 Skatts per Menoth).
10. The minimum service should include:
a. Opened all stonds and guarded all stonds
b. A sheltered place that can be locked or is guarded all stonds to let the horse rest in, including a blanket, water and food for the horse and the possibility to maintain the horse.
c. A room that is quiet and can be locked from both the in- as the outside and this room has to be provided with:
i. A bed sized a fathom long and half a fathom wide for each herald, with a mattress of straw covered with three or more blankets, a linen cover, and a pillow.
ii. A window that can be locked and opened, with a curtain in front of it on the inside to darken the room with.
iii. A stool or a chair
iv. A lamp or a candle
d. The food for the herald must be at least:
i. In the evening: a chalice of soup, a half Tehund cooked, baked or grilles meat, 2 Tehund bread, butter, a dried apple or other fruit, a bottle of water, 2 tankards of beer.
ii. in the morning: 2 Tehund bread, butter, 1 Tehund cheese, 2 cooked or fried eggs, a bottle of water, a chalice of tea, a dried apple or other fruit.
11. The guesthouses in the network must be recognisable. The shield with the name of the guesthouse has to be crowned by the Imperial Crown.
12. Guesthouses that are no part of the network are not allowed to crown their name shields. The penalty for a crowned shield is 200 Skatts.
